gh-150285: Fix too long docstrings in the os module
Backport of GH-150464 (itself the 3.14 backport of GH-150296 / GH-150341) to 3.13.

Conflict resolution: the cherry-pick pulled in the
os.readintofunction, which is a 3.14 addition not present in 3.13, so it was omitted; the remaining changes are the docstring reflows inos.pyandposixmodule.c(withclinic/posixmodule.c.hregenerated).
